ok so seeing how saiyans are op in the show here are some restrictions for them
*They can't instantly move faster than any other Race
*They can't beat an enemy with 1 hit (Not even if they are weak)
*when fighting another Race they must try to win (There will be no free Power levels).
To make the other races even (All this includes to every race aside from saiyans)
*These races are as strong as saiyans no matter what
*these races can out run the Saiyans (If fast enough)
*These may train up to the highest and farther only getting stronger (Saiyans have no limits).
